ចក្ខុវិស័យ របស់ខ្ញុំ ចំពោះ សហគមន៍អាស៊ាន (ASEAN) មួយថ្មី ដែលខុសប្លែក ពីពេលសព្វថ្ងៃ

សំណួរ៖ តើ លោក សម រង្សីុ នឹងដោះស្រាយ តាមរបៀបណា ចំពោះ ទំនាក់ទំនង ដែលមាន ភាពតានតឹង រវាង ប្រទេសកម្ពុជា និងប្រទេស ជិតខាង--មានប្រទេសថៃ និងប្រទេសវៀតណាម ជាដើម--បើ លោក ឡើងធ្វើ ជានាយករដ្ឋមន្រ្តី?

ចម្លើយ៖ លោក ជ្រាបហើយ ថា, ខ្ញុំ បានរស់នៅ ទ្វីបអឺរ៉ុប ជាយូរឆ្នាំ, ហើយ ខ្ញុំ ចាប់អារម្មណ៍ យ៉ាងខ្លាំង អំពី សហភាពអឺរ៉ុប (European Union, ហៅកាត់ EU) ដែលជាស្ថាប័ន ប្រមូលផ្តុំ ប្រទេសជាច្រើន ក្នុងទ្វីបអឺរ៉ុបនោះ។   ខ្ញុំ ចង់ឃើញ សហគមន៍អាស៊ាន (ASEAN) ថ្មីមួយ ដែលរៀបចំ តាមគំរូ សហភាពអឺរ៉ុប។  របៀបរៀបចំ នៃសហភាពអឺរ៉ុប គឺ ឈរលើឧត្តមគតិ និងគោលការណ៍រួម, មានជាអាទិ៍៖ ប្រជាធិបតេយ្យ, គោរព សិទ្ធិមនុស្ស, អភិបាលកិច្ចល្អ, និងច្បាប់ជាទូទៅ (នីតិរដ្ឋ)។  ខ្ញុំ យល់ឃើញ ថា, បើ យើង មានឧត្តមគតិ និងគោលការណ៍រួម បែបនេះ យើង នឹងក្លាយទៅ ជាមិត្ត និងសម្ព័ន្ធមិត្ត ដ៏ស្និទ្ធស្នាល បំផុត ដែលសហការ ជាមួយគ្នា ដើម្បី ភាពសម្បូរសប្បាយ សម្រាប់ ទាំងអស់គ្នា។  ខ្ញុំ បានចាប់អារម្មណ៍ យ៉ាងខ្លាំង, ហើយ បានគិតស៊ីជម្រៅ អំពី ការជានាគ្នា រវាង ប្រទេស បារាំង និងអាល្លឺម៉ង់ ដែលធ្លាប់តែ ច្បាំងគ្នា រាប់សតវត្សរ៍, តែ នៅទីបញ្ចប់ គឺ បន្ទាប់ពីសង្រ្គាម លោកលើកទី២ បានជានាគ្នា ជាស្ថាពរ។  ប្រទេស ទាំងពីរនេះ នាពេលបច្ចុប្បន្ន ធ្វើការជាមួយគ្នា យ៉ាងស្និទ្ធស្នាល ដោយឈរ លើឧត្តមគតិ និងគោលការណ៍រួម ដូចរៀបរាប់ ខាងលើ, មិនមែន ឈរលើផលប្រយោជន៍ ដ៏ចង្អៀតចង្អល់ រៀងៗខ្លួន នោះទេ។  ប្រទេស ទាំងពីរនេះ គឺ បានធ្វើជាស្នូល នៃសហភាពអឺរ៉ុប ប្រមាណ ៥០ឆ្នាំមុន, ហើយ បាននាំមក នូវជោគជ័យ នយោបាយ និងសេដ្ឋកិច្ចមួយ ដ៏ត្រចះត្រចង់ សម្រាប់ ប្រជាជាតិជាច្រើន (២៨) នៃទ្វីបអឺរ៉ុប។  ចំពោះ អនាគត, ខ្ញុំ ស្រមៃឃើញ សហគមន៍អាស៊ាន មួយថ្មី ដែលយកគំរូ តាមសហភាពអឺរ៉ុបនេះ។ ទោះបី ជាប្រទេស កម្ពុជា និងថៃ, ហើយ ប្រទេស កម្ពុជា និងវៀតណាម ធ្លាប់មានជម្លោះ យ៉ាងណា ពីអតីតកាល ក៏ដោយ,  តែ យើង អាច, យើង ត្រូវ, ហើយ យើង នឹងសម្រេច នូវការជានាគ្នា, ការទុកចិត្តគ្នា, និងការគោរពគ្នា ទៅវិញទៅមក ឲ្យទាល់តែបាន។  ដូចជាប្រទេស បារាំង និងអាល្លឺម៉ង់, យើង ត្រូវតែ សហការគ្នា ដើម្បី សន្តិភាព និងភាពរុងរឿង សម្រាប់ ទាំងអស់គ្នា។

MY VISION OF A DIFFERENT ASEAN

(Excerpt from an interview in "The Nation", Bangkok, 10 March 2014)


Question : How would you handle [Cambodia’s conflicting relations with] Thailand and Vietnam if you are Prime Minister?

Answer : As you know, I've lived in Europe for many years, and I'm fascinated by the European Union, the EU as a regional grouping. I dream of a new Asean built on the same model as the EU. This trend [in regional] grouping would be based on common values, on democratic values, on respect for human rights, good governance and rule of law. I think if we share common values, we will become the best of friends and the best of allies, working for common prosperity. I'm also fascinated and inspired by the reconciliation between France and Germany, which had been fighting each other for centuries, but eventually, after the end of [World War II], they achieved reconciliation. They work together [on the basis of] common values [not purely egoistic and narrow interests], built the core of the EU, which is a real success story. I dream of an Asean built on the same model, even though Cambodia-Thailand on the one hand, Cambodia-Vietnam on the other hand have not always been friendly to each other. But we can, and must and will achieve reconciliation. Like France and Germany we must work together [on the basis of mutual respect] for peace and common prosperity.
