យុទ្ធសាស្ត្រ គណបក្ស សង្រេ្គាះជាតិ | CNRP strategy

 

 ០៣ សីហា ២០១៤ – យុទ្ធសាស្ត្រ គណបក្ស សង្រេ្គាះជាតិ | 03 August 2014 – CNRP strategy (see end of text).

- គោលជំហរ របស់យើង នៅដដែល គឺ ស្មោះត្រង់ ជាមួយ ប្រទេសជាតិ និងធ្វើតាម គោលបំណង របស់ ប្រជារាស្ត្រ។

- គោលបំណង របស់យើង ក៏នៅដដែលដែរ គឺ ជំរុញ ឲ្យមាន ការផ្លាស់ប្តូរ តាមបែបបទ ប្រជាធិបតេយ្យ ដើម្បី សង្រេ្គាះជាតិ។

- យុទ្ធសាស្ត្រ របស់យើង អាចប្រែប្រួល តាមដំណាក់កាល របស់វា និងបត់បែន តាមកាលៈទេសៈ។

ការផ្លាស់ប្តូរ តាមបែបបទ ប្រជាធិបតេយ្យ ដើម្បី សង្រេ្គាះជាតិ តាមគោលបំណង របស់ ប្រជារាស្ត្រ, មានន័យ ថា, ត្រូវ ដោះស្រាយ បញ្ហាធំៗ មានជាអាទិ៍៖ 

បូរណភាព ទឹកដី ប្រទេសកម្ពុជា (បញ្ហាព្រំដែន), អន្តោប្រវេសន៍ ខុសច្បាប់, ការបាត់បង់ដីធ្លី, វិនាសកម្ម ព្រៃឈើ, អំពើពុករលួយ, ប្រាក់ខែ តិចពេក, ទំនិញឡើងថ្លៃ, ភាពក្រីក្រ, អយុត្តិធម៌សង្គម។

ដើម្បី ដោះស្រាយ បញ្ហាខាងលើនេះ, យើង ត្រូវតែ ដណ្តើមយកអំណាច ដោយសន្តិវិធី តាមបែបបទ ប្រជាធិបតេយ្យ ជាមុនសិន។  ដើម្បី យកអំណាចបាន, ត្រូវតែ ទទួលជ័យជំនះ ក្នុងការបោះឆ្នោត។   ដើម្បី ទទួលជ័យជំនះ ក្នុងការបោះឆ្នោត, ត្រូវតែ ធានា ឲ្យការបោះឆ្នោត នីមួយៗ មានភាពត្រឹមត្រូវ, សេរី, និងយុត្តិធម៌។  ដើម្បី ធានា ឲ្យការបោះឆ្នោត មានភាពត្រឹមត្រូវ, សេរី, និងយុត្តិធម៌ ត្រូវតែ ផ្លាស់ប្តូរ សមាសភាព គណៈកម្មាធិការ ជាតិ រៀបចំ ការបោះឆ្នោត (ហៅកាត់ គ.ជ.ប.)។  ដើម្បី រៀបចំ គ.ជ.ប. នេះឡើងវិញ ឲ្យមាន ភាពសុក្រឹត, មិនលម្អៀង ត្រូវតែ ជជែកគ្នា ជាមួយ គណបក្ស ប្រជាជនកម្ពុជា មុននឹងយើង ចូលទៅក្នុង រដ្ឋសភា ក្នុងគោលបំណង ធ្វើវិសោធនកម្ម កែរដ្ឋធម្មនុញ្ញ និងច្បាប់បោះឆ្នោត។

ដំណាក់កាល ទីមួយ នៃយុទ្ធសាស្ត្រ របស់យើង គឺ ធ្វើបាតុកម្ម ដើម្បី បង្ហាញកម្លាំង និងការប្តេជ្ញាចិត្ត របស់យើង។ 

ដំណាក់កាល ទីពីរ គឺ ជជែកគ្នា ជាមួយ ភាគីម្ខាងទៀត ដើម្បី ប្តូរ គ.ជ.ប. ដូចបានពន្យល់ ខាងលើ។  បើគ្មាន ដំណាក់កាល ទីមួយ ក៏គ្មាន ដំណាក់កាល ទីពីរដែរ។ 

សូម បងប្អូន ជនរួមជាតិ និងកូនក្មួយ ទាំងអស់ រួបរួមគ្នា គាំទ្រ គណបក្ស សង្រេ្គាះជាតិ ដើម្បី សម្រេចគោលបំណង របស់យើង ទាំងអស់គ្នា តាមយុទ្ធសាស្ត្រ ដោយសន្តិវិធី ខាងលើនេះ។

CNRP STRATEGY

- Our principle position remains unchanged: Loyalty to our motherland and respect for the people’s desires.
- Our objectives also remain unchanged: To bring about a democratic change in order to rescue our country.
- Our strategy may move from one stage to another according to circumstances and the evolution of the situation.

Achieving the desired democratic change in order to rescue our country means that we must solve major national issues such as Cambodia’s territorial integrity (border issue), illegal immigration, land grabbing, deforestation, government corruption, insufficient salaries, inflation, poverty and social injustice.

In order to solve the above problems we must first come to power by peaceful and democratic means. In order to come to power we must win the coming elections. In order to win the coming elections we must ensure that they be honest, free and fair. In order to ensure honest, free and fair elections we must overhaul the National Election Committee (NEC). In order to overhaul the NEC and make it a neutral and credible body we must negotiate with the ruling CPP before we join the National Assembly so as to be able to amend the Constitution and the Election Law defining the composition and the functioning of the NEC.

The first stage of our strategy was to hold massive demonstrations in order to show our strength and our determination. The ongoing second stage is to talk with the other side about the overhaul of the NEC as explained above. Stage 2 could only come after stage 1.

We appeal to all our fellow compatriots to unite behind the CNRP in order to achieve our objectives through our non-violent strategy.
