...but previous "withdrawals" were actually troop rotations in disguise.  It remains to be seen whether Hanoi is up to its tricks or will indeed attempt just "a change of uniform" for its troops into that of the Heng Samrin regime soldiers.  With 1.26 million soldiers on active duty and 3 million reservists, the Vietnamese armed forces are the world's fourth largest.
