[Vietnamization, voting] National Khmer ID card ONLY need $2.50 (10,000 riels) and one witness to residency, WITHOUT requirement for "family book" in Kampong Speu

This Saturday's project: a reinforced door to the current flimsy one of solar battery room that our trespassing Vietnamese neighbors -- the 3 men, one woman who still don't speak Khmer after 1.5 years moving from Vietnam, living here leasing mango orchard similar to the hundreds (thousands?) of 35-50 year old other Vietnamese men in the mango orchard leasing business here at Kirirom, facilitated by the local authority and "I'm proud to be Vietnamese tycoon" Sok Kong who has concessions to the Bokor and Kirirom mountains (and of Sokimex, Apsara Authority, Sokha hotels and resorts) -- keep eyeing.

These men will probably be able to vote as they ONLY need to pay $2.50 (10,000 riels) and have a witness testify with a thumbprint to their residence in the area to be able to obtain a national Khmer ID card -- WITHOUT the basic requirement of having a "family book" -- the document needed to register to vote. 

Effectively, it ONLY takes $2.50 (two US dollars and fifty cents) of processing fee and ONE WITNESS to residency ("Yes, he lives in Village A") to become a Khmer citizen with right to vote here in Kampong Speu.
