In the case of Cambodia, some of the important written primary sources are compromised. Most of the documentation left behind by the Khmers Rouges when they fled Phnom Penh in 1979 was captured by their Vietnamese communist enemies. Thus the only documents on Cambodian Communist Party decision making made available have not come from free scholarly access to open archives but were released after careful scrutiny by Vietnamese communist leaders, who have a vital interest in the kind of history that will be written.
