លោក Charles Twining ដែលជាអ្នក ការទូត អាមេរិក ម្នាក់ បានចូលរួម នៅក្នុងការចរចា ដែលនាំដល់ កិច្ចព្រមព្រៀង សន្តិភាព ក្រុងប៉ារីស ឆ្នាំ ១៩៩១ (ដែលគេ ច្រើនហៅ ថា កិច្ចព្រមព្រៀង ក្រុងប៉ារីស) ដែលបានបញ្ចប់ ជំលោះ នៅកម្ពុជា, ហើយ បង្កើតឡើង នូវក្របខ័ណ្ឌ សំរាប់ លទ្ធិប្រជាធិបតេយ្យ។  ភ្លាមៗ បន្ទាប់ ពីកិច្ចព្រមព្រៀង នោះ ត្រូវ បានចុះ ហត្ថលេខា, លោក Twining បានបង្កើត ឡើងវិញ នូវវត្តមានការ ទូត របស់ សហរដ្ឋ អាមេរិក នៅកម្ពុជា, ហើយ បានធ្វើ ជាប្រធាន ស្ថានបេសកកម្ម ពីឆ្នាំ ១៩៩១ ដល់ឆ្នាំ ១៩៩៥។  លោក ត្រូវ បានតែងតាំង ជាឯកអគ្គរដ្ឋទូត សហរដ្ឋ អាមេរិក នៅឆ្នាំ ១៩៩៤ បន្ទាប់ ពីការបោះឆ្នោត ដែលរៀបចំឡើង ដោយអង្គការ សហប្រជាជាតិ។  American diplomat Charles Twining participated in negotiations that led to the 1991 Paris Peace Agreements (also known as the Paris Peace Accords), which brought an end to the Cambodian conflict and established a framework for democracy. Soon after the agreement was signed, Twining re-established the U.S. diplomatic presence in #Cambodia and served as the Chief of Mission from 1991-1995. He was named U.S. Ambassador in 1994, following elections organized by the United Nations.
