Vietnam is so densely populated, there is hardly any empty land for them. Cambodia still has a lot of land, so...really give those Vietnamese ethnics some land. Aren't they supposed to be Cambodian citizens?

Those people are not burglars. They are very poor folks. If you don't show any compassion then you will receive none.
Look at Vietnam, a number of other nations already invested many huge high-tech factories there. They did not come to Cambodia because you folks lack compassion and are very nasty, vicious.

I have an idea. How about the Cambodians in USA exchange place with the Vietnamese in Cambodia. That is: One Cambodian self-deport back to Cambodia then USA will admit one Vietnamese a refugee to USA?
Give them some land, they will move.
