WHEN THE WAR WAS OVER by Elizabeth Becker:
Hanoi created an elaborate blueprint for moving ten million people from the more densely populated north to the south by the year 2000. - [Chapter 9: Habits of War, p. 355]

The Nguyen Vietnamese settled their newly acquired Khmer territory in a manner that, again, has echoes in modern affairs. First they allowed their least desirable elements to open the territory--vagabonds, deserters, and those banished from their villages... The state then selected formal settlers to farm the land and build new villages... Finally, demobilized soldiers were given land grants in the territory in return for their military service [p. 333]...

CAMBODIA: A SHATTERED SOCIETY by Marie Alexandrine Martin who is Research Director at the Centre national de la Recherche scientifique, Paris (translated from French "Le Mal cambodgien: histoire d'une societe traditionelle face a ses leaders politiques, 1946-1987", University of California Press, 1989, 1994):

THE LEGALIZED SETTLEMENT OF VIETNAMESE CIVILIANS

Vietnamese civilians acquired Khmer nationality with privileges it conferred, particularly the right to vote. Hanoi's plan called for several million settlers, approximately one million of whom seem to have been in place by close of the 1980s (...reminiscent of the one applied earlier in South Vietnam [Kampuchea Krom], where Hanoi's leaders had sent Tonkinese civilians...)

...feared for their country's survival, all the more so because their borders were redrawn

...demographic colonization... In certain neighborhoods of Phnom Penh...called Vietnamese neighborhoods., Vietnamese settlers predominated. The authorities spoke of making the capital into a Vietnamese city.

Cambodian-born Vietnamese deserve better: visiting official

[yes, illegal immigrants should be treated better by their own govt and the Cambodia-born children better by their parents]

Khmer Times [govt's mouthpiece] | 15 August 2017

senior Vietnamese leader has met with Cambodia’s National Assembly to request the continued acknowledgement of Cambodian-born Vietnamese, Vietnamese investors and to request that young Vietnamese born in the country be allowed to study in Cambodian public schools.
National Assembly President Heng Samrin and Party Central Committee member and President of the Vietnam Fatherland Front Tran Thanh Man met to discuss these issues yesterday.
Mr Samrin’s cabinet chief, Keo Piseth, said that Mr Thanh Man said both sides will continue to repair the Vietnam-Cambodia friendship stupa and requested all the involved institutes of Cambodia continue to pay attention to Vietnamese-Cambodian people and Vietnamese investors [Metfone owned by Viettel of the Vietnamese military jumped the queue without having to register with the Ministry of Posts and Telecommunications to become the largest ICT; Sok Kong who's "proud to be Vietnamese" owner of petroleum giant Sokimex, Sokha hotel chains, until recently in charge of Apsara Authority that sees the ticketing for ancient temples, cash only; rubber companies, furniture making in Boeung Trabek neighborhood, etc.] in Cambodia.
He also requested an official letter allowing young Vietnamese children born in Cambodia to be allowed to study in Cambodian public schools.
“He also requested that Cambodia continue to search for the band of volunteer Vietnamese soldiers who disappeared in the war of Cambodia,” Mr Piseth added.
Mr Thanh Man told Mr Samrin that on behalf of the Vietnamese people and the government of Vietnam, he would continue to develop cooperation between both countries.
Mr Piseth said Mr Thanh Man also thanked the Kampuchea United Front for National Salvation for their continued cooperation.
“He vowed that both the Cambodian and Vietnamese Fronts will continue to push for the development that both governments signed together,” Mr Piseth said.
“He also requested that Cambodian leaders of involved units finish the marked border fences soon.”
Mr Samrin thanked Mr Thanh Man and hoped his visit would strengthen ties between the two countries, especially between both countries’ liberation fronts.
He also congratulated Mr Thanh Man on the 50th anniversary of Vietnam-Cambodia diplomatic relations and the ongoing development of Vietnam and Cambodia, Mr Piseth said.
On June 24, the Vietnamese Government celebrated the 50th founding anniversary of Vietnam-Cambodia diplomatic relations at a grand ceremony at the Hanoi Opera House.
On behalf of Cambodian people, Mr Samrin thanked the government and the people of Vietnam for their support and assistance to the Cambodian people in recovering and re-constructing his country.  He highlighted the great sacrifice of Vietnam’s volunteer soldiers who helped free the Cambodian people from Pol Pot’s genocidal regime on January 7, 1979. [The CeePeePee's Hallelujah Chorus]
Mr Thanh Man is visiting Cambodia from August 10 to 15.

You pay enough, you can have some more. How about Svay Rieng and the Bokor/Kampot area? Wanna trade?

The problem is, Cambodian girls are no match to Vietnamese girls.
