ថ្ងៃនេះ ត្រូវ ជាថ្ងៃទី ១៥ ខែវិច្ឆិកា ឆ្នាំ ២០១៧
ពីរដ្ឋធានី វ៉ាស៊ីនតោន (Washington) សហរដ្ឋ អាមេរិក
ខ្ញុំ សូម ប្រកាសថា ខ្ញុំ សម រង្ស៊ី ចូលជាសមាជិក គណបក្សសង្គ្រោះជាតិ វិញហើយ ចាប់ពីថ្ងៃនេះទៅ ទោះជា គេ រំលាយ ឬក៏មិន រំលាយ គណបក្ស សង្គ្រោះជាតិ យ៉ាងណា ក៏ដោយ។

១. ករណី គេ រំលាយ គណបក្ស សង្គ្រោះជាតិ
ខ្ញុំ បានលាលែង ពីសមាជិកភាព គណបក្ស សង្គ្រោះជាតិ កាលពីថ្ងៃ ១១ កុម្ភៈ ២០១៧ ដើម្បី កុំ ឲ្យគេ យកលេស រំលាយ គណបក្ស សង្គ្រោះជាតិ តាមច្បាប់ តិរច្ឆាន របស់គេ ដែលសំដៅ មករូបខ្ញុំ ក្នុងគោលបំណង កុំ ឲ្យគណបក្ស សង្គ្រោះជាតិ ពាក់ព័ន្ធ ជាមួយ រូបខ្ញុំ ទៀត។  តែ ដោយសារតែ ពេលនេះ គេ នៅតែ រំលាយ គណបក្សសង្គ្រោះជាតិ ដដែល ដោយមិន អាស្រ័យ លើសមាជិកភាព របស់ខ្ញុំឡើយ, ខ្ញុំ ត្រូវតែ ចូលធ្វើ ជាសមាជិក គណបក្ស សង្គ្រោះជាតិ វិញ។  គណបក្ស សង្គ្រោះជាតិនេះ ត្រូវ គេ រំលាយ តែ នៅលើក្រដាស រៀបចំ ដោយរដ្ឋអំណាច តិរិច្ឆាន តែប៉ុណ្ណោះ។  តាមការពិត គណបក្ស សង្គ្រោះជាតិ នៅតែ រស់រវើក ក្នុងបេះដូង ប្រជារាស្ត្រខ្មែរ និងចំពោះ មុខសហគន៍ អន្តរជាតិ ដែលចាត់ទុក អ្នកតំណាងរាស្ត្រ មកពីគណបក្ស សង្គ្រោះជាតិ ថា ជាតំណាងរាស្ត្រ ស្របច្បាប់ និងពេញសិទ្ធិ ដដែល ដោយគ្មាន អ្វី ប្រែប្រួល ឡើយ។

២. ករណី គេ មិនរំលាយ គណបក្ស សង្គ្រោះជាតិ
ការ ដែលគេ មិនអាច រំលាយ គណបក្ស សង្គ្រោះជាតិ ទោះជា គេ បានធ្វើការ ចោទប្រកាន់យ៉ាងធ្ងន់ធ្ងរ,  ហើយ បានរកលេស ផ្សេងៗទៀត យ៉ាងណា ក៏ដោយ ក្នុងគោលបំណង រំលាយ គណបក្ស សង្គ្រោះជាតិ មានន័យ ថា វត្តមាន របស់ខ្ញុំ ក្នុងជួរ គណបក្ស សង្គ្រោះជាតិ មិនមាន សារៈសំខាន់ អ្វីឡើយ ក្នុងការ ប៉ុនប៉ង មិនបានសម្រេច របស់គេ, ហើយ ច្បាប់តិរច្ឆាន របស់គេ ពាក់ព័ន្ធ នឹងរូបខ្ញុំ ក៏អស់មាន សារៈប្រយោជន៍ អ្វីឡើយ សម្រាប់ ពួកគេ។

ដូច្នេះ សូម បងប្អូន ជនរួមជាតិ ចាត់ទុកថា ខ្ញុំ បានវិលត្រឡប់ មក គណបក្ស សង្គ្រោះជាតិ វិញហើយ ចាប់ពីថ្ងៃនេះ ទៅ។

I announce that I have decided to return to the CNRP as an ordinary member, effective today November 15, 2017, regardless of whether the CPP-led authorities decide to dissolve the CNRP.

There are now two possibilities:

Case #1: Dissolution of the CNRP

On 11 February 2017, I resigned from the CNRP under duress, in order to prevent the dissolution of my party on the basis of newly adopted amendments to the law on political parties, which especially target me. Since the CPP-led authorities have decided to dissolve the CNRP anyway, I can now return, knowing that the CNRP can be dissolved only on paper by an authoritarian and silly government that doesn't care any longer about any façade of democracy. Therefore, the CNRP continues to exist as a vibrant force in the hearts and minds of the Cambodian people and in the eyes of the international community, which continues to consider the CNRP elected National Assembly members as lawful Members of Parliament elected as legitimate representatives within a legitimate party. 

Case #2: No Dissolution of the CNRP

The fact that the CPP-led authorities don't dare to dissolve the CNRP now in spite of their very serious accusation of "national treason" against this party and in spite of the many other tricks they have used, shows that my being a member of the CNRP doesn't matter any more and that their silly laws targeting me have become useless.

Therefore, in any case, I ask everybody to take note that I have come back to the CNRP as an ordinary member, effective today.
