Vietnam-Cambodia Joint Patrols Highlight Defense Ties

Last week, Vietnam and Cambodia held the 50th iteration of their joint maritime patrols. The interaction offered a glimpse into one manifestation of the the defense realm of the bilateral relationship amid a series of ongoing activities for 2018.
As I have noted before in these pages, Vietnam and Cambodia share an important defense relationship as part of their wider diplomatic ties. Most notably, Vietnam provides the Royal Cambodian Armed Forces (RCAF) with military equipment, infrastructure, and training, while both countries have also looked to manage more sensitive areas of the relationship such as outstanding issues over their shared 700-mile long border and managing illegal fishing in surrounding waters (See: “What’s Next for Vietnam-Cambodia Military Ties in 2018?”).
The past few years have seen an uptick in activity in defense ties due to a range of factors, including symbolic markers for the relationship such as commemoration of the 50th anniversary of the establishment of diplomatic ties in 2017 to Cambodia’s preparations for elections in July 2018 and Vietnam’s ongoing concerns about China’s deepening influence in Cambodia, where Hanoi also is a major actor (See: “The Truth About US-China Competition in Cambodia”).
As part of their defense ties, both sides have tried to forge maritime collaboration as they seek to better manage challenges in surrounding waters, including illegal fishing. One example is basic joint patrols focused on areas such as search and rescue and communication in order to build trust and cooperation and improve the level of coordination. These patrols have become a regular feature of the relationship, and the 49th iteration was held in early January as scheduled.
On March 22, both sides carried out the 50th iteration of their joint patrol as they had indicated in previous discussions on the schedule for patrols. According to Vietnamese official accounts, this time around, the patrols featured Ship 251 from Brigade 127 of Naval Region 5 of Vietnam and Ship 1134 from the Royal Cambodian Navy’s Ream Naval Base.
The patrol featured similar sorts of activities that we have seen with previous iterations, including ones focused on preventing smuggling, drug trafficking, illegal immigration, weapons and explosives transportation, piracy, maritime environmental protection, and addressing issues related to fishermen. Activities themselves included practicing flag and lamplight signals, conducting a search and rescue exercise, and other exchanges at sea. As with previous iterations, few additional details were publicly disclosed about exactly what these activities involved and what other discussions occurred.

    WHAT MUST KHMER PEOPLE DO IN THIS 2018 UPCOMING ELECTION ?

    The evil Vietnam has selected a devil one eye monster Hun Sen to control Khmer people so that Vietnam could swallow Cambodia.

    This devil Hun Sen was never afraid to kill Khmer people ( K5 project, 1997 coup d'Etat, killings on Veng Sreng Blvd, Kem Ley, etc...) and to destroy Cambodia (99 years land concession to Yuon, the influx of millions of illegal Vietnamese, put 4 provinces under Yuon's control, signing of the 2005 supplemental treaty, destruction of Khmer natural resource, etc...) to please his master Vietnam to stay in power.

    Khmer people have done the right thing by planning to vote Hun Sen out in this 2018 election, but Hun Sen crushed Khmer people's hope after he has dissolved the CNRP.

    TO SOLVE THE PROBLEM, Khmer people need to wage a nationwide peaceful demonstration demanding the REINSTATEMENT OF THE CNRP a few days before the election day and let it go on until the election day, MAKING THE ELECTION IMPOSSIBLE. I firmly believe this is the only opportunity that Khmer people have left to fight this evil Vietnam and its slave Hun Sen effectively. The dissolution of the CNRP was unconstitutional.

    Freedom is not free. We have to pay some price to get it.

    If Khmer people fail to stop the July 2018 election, Hun Sen will proclaim that the CPP is the winner and he is the new Prime Minister of the new government. Any peaceful demonstration afterward will be persecuted by his new government as color revolution.

    That's why the demonstration to stop the 2018 election is extremely crucial. We must help ourselves first before the international community can help us. We must exert our right to force Hun Sen to reinstate the CNRP so that it could participate in the election.

    We have the right to vote for any political party we like. Hun Sen killed the party that we like. We have to fight to get that party back.

    If the CNRP won the election and Hun Sen and his master Vietnam did not relinquish the power, then a nationwide peaceful demonstration demanding the loser to abide by the electoral rule will be made. The International community will spontaneously support Khmer people who stood up for their right.

    Notice that we must OFFICIALLY win the election first (that means the NEC declares that the winner is the CNRP) before the international community can help us. It is imperative that Sam Rainsy and Kem Sokha stay tightly united in order to win the election. Some Khmer people such as James Sok, Kem Monovithia should stop trying to elevate Kem Sokha and put Sam Rainsy down to create friction between these 2 men and their respective supporters because the winner will be Ah Kwack and Yuon. Hun Sen and Yuon wanted to destroy Sam Rainsy and Kem Sokha one at a time.

    It is simple: Sam Rainsy alone cannot win the election. Likewise, Kem Sokha alone cannot win the election. We need both of them to win the election.

    This is the right time to sacrifice our life for our motherland. We must stop this election to force this worst Khmer traitor Hun Sen to let the CNRP in the election. Yuon and its slave Hun Sen will not give up Cambodia easily. We must fight hard to get it. To reach our ultimate goal of saving Cambodia from the evil Vietnam, we must have tolerance (stop blaming each other for no reason), perseverance (winning and advancing one step at a time), and patience.

    If Vietnam does not help with the technical, Cambodian navy would just sink on its own account. Don't have to fight them, just don't help them and they will sink. LOL...

    It goes like this:
