Phnom Penh (VNA) – The Kien Giang University in Vietnam’s southern province of Kien Giang and Cambodia’s Chea Sim Kamchaymear University inked a memorandum of understanding (MoU) on cooperation in the Cambodian capital city of Phnom Penh on May 24.

Addressing the signing ceremony, Vietnamese Ambassador Vu Quang Minh said during the 16th meeting of the Vietnam-Cambodia Joint Committee on Economic, Cultural, Scientific and Technological Cooperation in Hanoi on May 17, the two countries agreed to enhance collaboration in personnel training and development for sustainable development of each side.

Accordingly, the two sides will accelerate the establishment of a Vietnamese study centre at the Royal University of Phnom Penh. Vietnam will continue to grand hundreds of long-term scholarships to Cambodian students every year. In response, Cambodia will help train Vietnamese students at the request of Vietnamese ministries, agencies and localities.

Ambassador Minh described the signing of the MoU between the two universities as a step to realise the cooperation between the Governments, ministries in charge of education and training, and localities of the two countries.

Under Secretary of State of Cambodia’s Ministry of Education, Youth and Sport Toch Visalsok suggested the two universities consider setting up a joint research centre on organic agriculture, contributing to the development of the agricultural sector in each country as well as the bilateral cooperation and friendship.

Established in 1983, the Chea Sim Kamchaymear University is one of Cambodia’s leading universities, with five faculties and an institute, and about 4,000 students.-VNA

The real question is: Can Vietnam teach and help Cambodia to improve such awful education system in Cambodia. Last year Cambodia ranked 105th out of 110 countries competing in International Math Olympiad 2017 while Vietnam ranked 3rd.

I used to tutor Khmer students and were shocked to experience such low learning aptitude as if we are not even the same specie.
