កាលពីម្សិលមិញ ខ្ញុំ បានសរសេរ លិខិតមួយច្បាប់ ថ្វាយព្រះមហាក្សត្រ ដែលមាន ខ្លឹមសារ ដូចតទៅ៖

ព្រះករុណា ជាទីសក្ការៈ

ទូលព្រះបង្គំ សូមព្រះរាជានុញ្ញាតិ សរសេរលិខិតនេះ ថ្វាយព្រះអង្គ ដើម្បីសូមស្នើព្រះអង្គ កុំធ្វើតាមអ្វី ដែលរដ្ឋាភិបាល និងគណបក្សប្រជាជនកម្ពុជា កំពុងតែស្នើព្រះអង្គឲ្យធ្វើអន្តរាគមន៍ ដើម្បីជម្រុញប្រជាពលរដ្ឋ ឲ្យទៅបោះឆ្នោត ថ្ងៃ ២៩ កក្កដា ខាងមុខនេះ។

នរណាក៏ដឹងដែរថា ការបោះឆ្នោតនោះ មិនមែនជាការបោះឆ្នោតមែនទែនទេ ដូចអ្វីដែលអ្នករាយការណ៍ពិសេសអង្គការសហប្រជាជាតិ លោកស្រីបណ្ឌិត រ៉ូណាស្មីត (Rhona Smith) បានបញ្ជាក់ក្នុងសេចក្តីថ្លែងការណ៍ របស់លោកស្រី ចុះថ្ងៃ ៣០ មេសា ២០១៨ ៖ "ការបោះឆ្នោតណាមួយ ដែលមិនមានការចូលរួមពីគណបក្សប្រឆាំងដ៏ធំជាងគេ គឺមិនមែនជាការបោះឆ្នោតពិតប្រាកដទេ។" ការបោះឆ្នោតណា ដែលមិនមែនជាការបោះឆ្នោតពិតប្រាកដ គឺជាការបោះឆ្នោតក្លែងក្លាយ។

ការបោះឆ្នោត ថ្ងៃ ២៩ កក្កដា ខាងមុខនេះ ប្រកបដោយភាពចម្រូងចម្រាស់ និងភាពគ្រោះថ្នាក់ ពីព្រោះវាជាការរៀបចំ បន្តពីនយោបាយបផ្តាច់ការ បង្ក្រាបប្រជាពលរដ្ឋ ដែលសហគមន៍អន្តរជាតិ បានថ្កោលទោសជាទូទៅ ហើយវាក៏កំពុងតែធ្វើឲ្យសង្គមជាតិប្រេះស្រាំ គួរឲ្យបារម្ភ។ ក្នុងកាលៈទេសៈបែបនេះ ព្រះមហាក្សត្រ មានតួនាទីប្រមូលផ្តុំ និងបង្រួបបង្រួមកូនចៅព្រះអង្គឡើងវិញ ដោយឈរលើគុណតម្លៃ និងគោលការណ៍ប្រកបដោយគតិយុត្តិធម៌ ដែលកូនចៅព្រះអង្គទាំងអស់គោរព ស្រឡាញ់ និង ចង់បាន។

ព្រះអង្គច្បាស់ជាចងចាំថា ព្រះករុណាព្រះវររាជបិតា តែងតែមានព្រះរាជហឫទ័យ បង្រួបបង្រួមប្រជាជាតិខ្មែរទាំងមូល ជុំវិញព្រះអង្គ។ ឧទាហរណ៍ ដូចជានៅឆ្នាំ ១៩៩៨ និង ២០០៣ ព្រះអង្គបានបដិសេធ មិនយាងទៅបើកសម្ពោធរដ្ឋសភាថ្មីណាមួយ ដែលមិនមានវត្តមានអ្នកតំណាងរាស្ត្រជាប់ឆ្នោត មកពីគ្រប់គណបក្សនយោបាយទាំងអស់ ជាពិសេស គណបក្សហ្វ៊ុនស៊ីនប៉ិច និងគណបក្ស សម រង្ស៊ី។

ថ្មីៗនេះ តំណាងរាស្ត្រជាប់ឆ្នោត ៥៥ រូប និងសមាជិកក្រុមប្រឹក្សាឃុំ-សង្កាត់ជាប់ឆ្នោត ៥០០៧ រូប មកពីគណបក្សសង្គ្រោះជាតិ ត្រូវបានគេដកតំណែង ដោយរំលោភរដ្ឋធម្មនុញ្ញ ពីព្រោះគ្មាននរណាអាចដកតំណែង របស់តំណាងជាប់ឆ្នោត របស់ប្រជារាស្ត្របានទេ ក្រៅពីប្រជារាស្ត្រខ្លួនឯង តាមរយៈការបោះឆ្នោតថ្មីតែប៉ុណ្ណោះ។ ឥឡូវនេះ ប្រជាពលរដ្ឋពាក់កណ្តាលនគរ តំណាងដោយគណបក្សសង្គ្រោះជាតិ ត្រូវបានគេចងដៃចងជើង និងបំបិទមាត់។ ក្នុងកាលៈទេសៈបែបនេះ ការបោះឆ្នោត ថ្ងៃ ២៩ កក្កដា ២០១៨ គឺគ្រាន់តែជាឆាកល្ខោនប៉ុណ្ណោះ។

ក្នុងស្ថានការណ៍ដ៏តានតឹងបែបនេះ ប្រជាពលរដ្ឋម្នាក់ៗ ត្រូវមានសិទ្ធិសម្រេចដោយខ្លួនឯងថា ខ្លួនគួរទៅបោះឆ្នោត ឬមិនគួរទៅបោះឆ្នោត ដោយអាស្រ័យថា ការបោះឆ្នោតនោះមានន័យ ឬគ្មានន័យ សម្រាប់ខ្លួនម្នាក់ៗ។ ដូច្នេះ មិនត្រូវមាននរណាមកគាបសង្កត់ តាមផ្លូវកាយ ឬផ្លូវចិត្ត ក្នុងការធ្វើសេចក្តីសម្រេចរបស់ប្រជាពលរដ្ឋម្នាក់ៗ ដែលត្រូវយោងតែទៅលើសតិសម្បជញ្ញៈ របស់ប្រជាពលរដ្ឋម្នាក់ៗ។

រដ្ឋាភិបាល និងគណបក្សប្រជាជនកម្ពុជា ចាប់ផ្តើមដាក់សម្ពាធកាន់តែខ្លាំងឡើង មកលើប្រជាពលរដ្ឋ ដើម្បីជម្រុញប្រជាពលរដ្ឋ ឲ្យចូលរួមក្នុងការបោះឆ្នោតមួយ ប្រកបដោយភាពចម្រូងចម្រាស់ ពីព្រោះការបោះឆ្នោតនោះ កំពុងតែធ្វើឡើងដោយជាន់ឈ្លីលទ្ធិប្រជាធិបតេយ្យ ដើម្បីបម្រើតែផលប្រយោជន៍គណបក្សប្រជាជនកម្ពុជា ប៉ុណ្ណោះ។

ព្រះមហាក្សត្រ ដែលជាទីគោរពរបស់ប្រជាពលរដ្ឋជាទូទៅ មិនត្រូវចូលរួមដាក់សម្ពាធបែបនេះ មកលើប្រជាពលរដ្ឋទេ។ សម្ពាធបែបនេះ កំពុងតែទទួលការផ្តន្ទាទោសពីប្រជាពលរដ្ឋមួយចំនួនធំ ដែលគាំទ្រគណបក្សសង្គ្រោះជាតិ ហើយតាំងចិត្តធ្វើពហិការ មិនចូលរួមក្នុងការបោះឆ្នោតក្លែងក្លាយ ថ្ងៃ ២៩ កក្កដា ២០១៨។

ទូលព្រះបង្គំ សូមសម្តែងកតញ្ញុតាធម៌ ចំពោះព្រះករុណា ដែលតែងតែអនុគ្រោះ ដល់ទូលព្រះបង្គំ ហើយក៏សូមសម្តែងការគោរពដ៏ជ្រាលជ្រៅជាទីបំផុត ចំពោះព្រះករុណា ព្រះមហាក្សត្រ នៃព្រះរាជាណាចក្រកម្ពុជា។

Your Majesty,

I allow myself to write to you to respectfully ask you not to cede to the demand of the government and the CPP which seeks your intervention to encourage Cambodia’s population to go to the polls on July 29.

Everyone knows that the vote in question does not constitute a real election, as underlined by the United Nations Special Rapporteur Dr. Rhona Smith in her declaration of April 30, 2018: “No election can be genuine if the main opposition party is barred from taking part.” An election that is not "genuine" is a fake one.

This controversial and dangerous election extends the totalitarian drift which has been widely condemned by the international community, and deeply divides the nation which the Monarchy exists to unite on the basis of just values and principles respected by all.

You will certainly remember that His Majesty the late King Father, in his desire to embody a united Khmer nation around Him, in 1998 and 2003 refused to inaugurate a National Assembly where not all of the elected members could take their seats, notably those from Funcinpec and the Sam Rainsy Party.

While the 55 deputies and 5,007 commune councillors elected under the CNRP banner have seen their mandate based on universal suffrage unconstitutionally removed - nothing less than a heresy in a real democracy - and the half of the nation that the CNRP represents finds itself bound and gagged, the "popular consultation" planned for July 29 is nothing more than a meaningless farce.

In this context, every citizen must be authorised to follow their conscience without pressure in deciding whether or not to go and vote, based on whether they decide that this election has any meaning for them.

The government and the CPP are already starting to put increasing pressure on the population to take part in an election, which is to say the least controversial, as the poll is organized in anti-democratic fashion to simply serve the interests of the CPP.

A respected Monarch should not accept or reinforce such pressure. This pressure is very badly viewed by a large part of the country which, following the CNRP’s call, is preparing to boycott the sham election of July 29.
