Regarding southern Cambodia, the colonial archives bear out the fact that the Tay-ninh province, inhabited almost exclusively by Cambodians, belonged to the Khmer crown. Further, the territories consisting of the lands between the Vaico rivers were being administered by Cambodians when the French arrived. The new delimitation effected by France in 1870 was primarily based on the Vietnamese hamlets in these sparsely populated regions, without taking the Cambodian villages into consideration.
