សំណួរ៖ តើ ហេតុអ្វី បានជាស្ថានីយ៍ ប្រេងឥន្ធនៈ TOTAL និង CALTEX លក់ប្រេងសាំង ថ្លៃ ជាងស្ថានីយ៍ SOKIMEX និង TELA (ខុសគ្នា ប្រមាណ ២០០ រៀល ក្នុងមួយលីត្រ)?
ចម្លើយ៖ ដោយសារតែ ក្រុមហ៊ុន ក្នុងស្រុក មួយចំនួន ដែលមាន អ្នកកាន់អំណាច ពុករលួយ នៅពីក្រោយខ្នង អាចនាំចូល ប្រេងសាំង ដោយមិនបង់ ពន្ធជូនរដ្ឋ, តែ ក្រុមហ៊ុន អន្តរជាតិ ដូចជា TOTAL និង CALTEX មិនអាច រត់ពន្ធ ឬលួចពន្ធ បានទេ។
អត្ថាធិប្បាយ បន្ថែម៖ ក្នុងតម្លៃ ប្រេងសាំង មួយលីត្រ ដែលលក់រាយ តាមផ្លូវ គឺ មានបង្កប់ពន្ធ ដែលត្រូវ បង់ជូនរដ្ឋ ប្រមាណ ១០០០ រៀល ក្នុងមួយលីត្រ។ ក្រុមហ៊ុន អន្តរជាតិ ដូចជា TOTAL និង CALTEX តែងតែ បង់ពន្ធជូន រដ្ឋ គ្រប់ចំនួន, គឺ ១០០០ រៀល ក្នុងមួយលីត្រ។ តែ ក្រុមហ៊ុន ក្នុងស្រុកខ្លះ ដែលចែកចាយ ប្រេងសាំង គេចពន្ធ, គេ អាចលក់ ថោកជាង ២០០ រៀល ក្នុងមួយលីត្រ ប្រៀបធៀប ទៅនឹង TOTAL និង CALTEX, ហើយ គេ នៅតែ ចំណេញច្រើន ជាង TOTAL និង CALTEX ៨០០ រៀល ថែមទៀត ក្នុងមួយលីត្រ ដោយសារតែ គេ លួចពន្ធ ពីរដ្ឋ ១០០០ រៀល ក្នុងមួយលីត្រនេះ។
សន្និដ្ឋាន៖ បើ យើង បំបាត់អំពើ ពុករលួយ ក្នុងការ នាំចូល ប្រេងឥន្ធនៈ ដោយគេច ពន្ធ ដូចសព្វថ្ងៃ, នោះ តម្លៃប្រេងសាំង លក់រាយ ជាទូទៅ ត្រូវ ចុះក្រោម ៤០០០ រៀល ក្នុងមួយលីត្រ។ ដើម្បី សម្រេច គោលដៅនេះ, រដ្ឋ ត្រូវតែ បញ្ចុះពន្ធ លើប្រេងសាំង ពី ១០០០ រៀល មកក្រោម ៥០០ រៀល ក្នុងមួយលីត្រ, តែ រដ្ឋ ត្រូវ តម្រូវ ឲ្យអ្នកនាំចូល ប្រេងសាំង ទាំងអស់ បង់ពន្ធ ក្នុងកម្រិតនេះ ដូចគ្នា, ស្មើគ្នា, គ្រប់គ្នា។ ទោះបី រដ្ឋ បញ្ចុះអត្រាពន្ធ បែបនេះ ក៏ដោយ ក៏រដ្ឋ មិនបាត់បង់ ចំណូល របស់ ខ្លួនទេ, មានតែ កើនលើសមុន ពីព្រោះ អត្រាពន្ធ ទាបជាងមុន មែន, តែ អនុវត្តន៍ លើបរិមាណ ធំជាងមុន ឆ្ងាយណាស់ (ដោយគិត បញ្ចូលប្រេងសាំង ដែលធ្លាប់តែ គេ ចពន្ធ ពីមុន)។ ពេលនោះ អ្នក ដែលមិនអាច ចំណេញ កប់ក្តោង ដូចមុន គឺ ក្រុមហ៊ុន ទុច្ចរិត និងបក្ខពួកគេ តែប៉ុណ្ណោះ។
Question: Why Total and Caltex stations sell gas at a higher price (up to 200 Riels/liter more expensive) than Sokimex and Tela?
Answer: Because a number of local companies, which are well connected with corrupt political leaders, can import gas without paying taxes to the State while international companies such as Total and Caltex cannot engage in smuggling.
Additional comment: The retail price of a liter of gas - currently around 5,000 Riels - includes taxes amounting to approximately 1,000 Riels per liter. International companies operating in Cambodia, such as Total and Caltex, are obliged to pay the full amount of taxes due (i.e. 1,000 Riels/ liter). At the same time, certain local companies, which distribute smuggled gas (imported duty free), can afford to sell 200 Riels/liter cheaper than their international-based competitors and still make a profit that is 800 Riels/liter higher compared to Total and Caltex. This represents a particularly unfair competition that deters legitimate companies from investing and creating jobs in Cambodia.
Conclusion: If we suppress corruption associated with gas smuggling the retail price of gas for all could be reduced to less than 4,000 Riels (US$1) per liter. To achieve this objective, taxes will have to be cut to less than 500 Riels/liter but will be levied on ALL imports of gas. In spite of the cut, revenue for the State will be maintained at the same level or even increased because the lower rate will be implemented on a much higher volume. Only shady companies and those powerful people behind them would stop making huge but illegal profits.
