In rural areas, civilian advisers from Vietnamese "sister" provinces
worked in Khmer provincial offices and services. Below the provincial
level the advisory work was left to special teams from the Vietnamese

occupation of Cambodia the Vietnamese have refined their justification
for an Indochinese alliance and raised it to the level of an immutable
natural law...
