Although Vietnamese were said to remain in the principal positions (presidency of the council, ministries of foreign affairs, interior, defense, information, radio) they showed great discretion; they now received instructions through diplomatic channels, that is, from the Embassy of Vietnam...

The Phnom Penh leaders tried rather to assert themselves metaphorically as Cambodians, yet without giving priority to the national interest. Indeed, their behavior revealed the resurgence of specifically Khmer values: arrogance, a fondness for ostentation and power, contempt for the weak, attention to manipulating the symbols of legitimacy.
