ព្រះករុណា សម្តេចព្រះ នរោត្តម សីហនុ បានថ្កោលទោស លោក វ៉ា គឹមហុង ក្នុងរឿងផែនទី មិនត្រឹមត្រូវ ដែលយកទៅ ចរចា ជាមួយ ប្រទេស វៀតណាម ដើម្បី កំណត់ព្រំដែន កាលពីឆ្នាំ ២០០៥។
ខាងក្រោមនេះ គឺ ជាព្រះរាជសារ ចុះថ្ងៃ ១៦ មិនា ២០០៥ របស់ សម្តេចព្រះ នរោត្តម សីហនុ ដែលបានចុះផ្សាយ ក្នុងព្រឹត្តប័ត្រ BMD ជាភាសាបារាំង (http://tinyurl.com/ouya6yp), ហើយ ដែលយើង បានបកប្រែ ជាខេមរភាសា ដូចតទៅ៖
សាធារណរដ្ឋ សង្គមនិយម វៀតណាម បានបង្កើត ព្រំដែនថ្មី (ចំណេញទៅគេ)
ដោយសាងសង់ នៅទស្សវត្ស ឆ្នាំ១៩៨០ និងឆ្នាំ ១៩៩០-២០០០ នូវក្លោងទ្វារ,
ហើយ ដោយជីក ប្រឡាយទឹក ដែលស្ថិតនៅ ក្នុងទឹកដី ប្រទេសកម្ពុជា ឆ្ងាយ ពីព្រំដែនយើង
កាលពីឆ្នាំ ១៩៦៣-១៩៦៩។
កម្ពុជាយើង សព្វថ្ងៃ តំណាង ដោយក្រុម ឯកឧត្តម វ៉ា គឹមហុង យល់ព្រម ធ្វើអត្តឃាត ខ្លួនឯង ដោយទទួលស្គាល់ សូម្បីតែ នៅចំពោះ មុខច្បាប់ អន្តរជាតិ ថា, ប្រទេស កម្ពុជា គ្មានព្រំដែន ច្បាស់លាស់ទេ។
ពាក្យ អត្តឃាត នេះ គឺ មិននិយាយ បំផ្លើសទេ ពីព្រោះ ថា, ប្រទេស ណាមួយ ដែលទទួលស្គាល់ ខ្លួនឯង ថា, ខ្លួន គ្មានព្រំដែន ផ្លូវច្បាប់ ច្បាស់លាស់ទេ, ប្រទេសនោះ គឺ ជាប្រទេសមួយ ដែលចាំតែ ស្លាប់។

condemned Mr. Var Kim Hong for using inappropriate maps in negotiating
border demarcation with Vietnam in 2005.
Message from H.M. The
King Father Norodom Sihanouk dated 16 March 2005 as reproduced in the
BMD (Monthly Documentation Bulletin in French) published by the Royal
Cabinet in Beijing (translated from French):
The SRV [Socialist
Republic of Vietnam] has “created” new frontiers (to its own benefit)
by building and digging, in the decades of 1980 and 1990-2000, gates and
canals that are well inside our frontiers of 1963-1969.
Our
[present] Cambodia represented by H.E. Var Kim Hong’s team [the chief
negotiator for border issues appointed by Prime Minister Hun Sen],
accepts to commit suicide by recognising, even in the eyes of
International law, that Cambodia has no precise frontiers.
The
word “suicide” is not an exaggeration. A country that recognises it has
no legal and precise frontiers, is a dead country.
- Feu S.M. Le Roi-Père Norodom Sihanouk a condamné M. Var Kim Hong pour
s'être basé sur des cartes géographiques inappropriées dans les
négociations de délimitation de frontières avec le Vietnam en 2005.
Message de S.M. Le Roi-Père Norodom Sihanouk en français en date du 16
mars 2005 publié dans le Bulletin Mensuel de Documentation (BMD) édité
par son Cabinet à Pékin:
La RSV [République Socialiste du
Vietnam] a "créé" de nouvelles frontières (à son profit) en
construisant, dans les décennies 1980 et 1990-2000, des "portiques" et
des canaux bien à l’intérieur de nos frontières de 1963-1969.
Notre Cambodge [actuel] représenté par l’équipe de S.E. Var Kim Hong [le
négociateur en chef pour les questions de frontières nommé par le
Premier ministre Hun Sen] accepte de se suicider en reconnaissant, même
aux yeux du droit international, que le Cambodge n’a pas de frontières
précises.
Le mot "suicide" n’est pas exagéré. Parce qu’un pays
qui reconnaît qu’il n’a aucune frontière précise, légale, est un pays
