វីដេអូ ដ៏ខ្លីនេះ ជាភ័ស្តុតាង ដែលបង្ហាញ ថា, រដ្ឋាភិបាល កំពុងតែ ភូតកុហក ប្រជាពលរដ្ឋ ជាពិសេស កម្មករ ដោយមួលបង្កាច់ខ្ញុំ ថា ខ្ញុំ បានស្នើ សហគមន៍ អឺរ៉ុប ឲ្យបិទទីផ្សារ សម្រាប់ សម្លៀកបំពាក់   ដែលនាំចេញ ពីប្រទេស កម្ពុជា។  វីដេអូនេះ ជាការថតសម្លេង នៅពេល ដែលខ្ញុំ និយាយ ជាភាសាបារាំង នៅចំពោះមុខ តំណាងរាស្ត្រ សភាអឺរ៉ុប កាលពីថ្ងៃ ១៣ កក្កដា ២០១៦។  បន្ទាប់ ពីបញ្ជាក់ ថា ក្រុមហ៊ុន កាត់ដេរ នៅប្រទេស កម្ពុជា ចំណេញលុយ ច្រើនណាស់, ហើយ មួយផ្នែក នៃប្រាក់ ចំណេញនេះ ត្រូវ ផ្ទេរ ជាសំណូក សូកប៉ាន់ ឲ្យទៅមេដឹកនាំ ពុករលួយ នៅស្រុកយើង, ខ្ញុំ ក៏បានលើកឡើង ថា៖ «បើ អស់លោកអ្នក តំណាងរាស្ត្រ សភាអឺរ៉ុប   ធ្វើឲ្យ អាជ្ញាធរ ប្រទេសកម្ពុជា យល់ថា ទីផ្សារ សម្លៀកបំពាក់នេះ   មិនមែន បើកចំហ ជានិច្ចកាល ដោយគ្មាន លក្ខខណ្ឌ នោះទេ, ពួកគេ ទាំងនោះ អាចចាប់ផ្តើម គិតគូរ ពីការ គោរព សិទ្ធិមនុស្ស   និងលទ្ធិប្រជាធិបតេយ្យ នៅកម្ពុជា។»  

ដូច្នេះ ខ្ញុំ មិនបាន អំពាវនាវ ទាល់តែសោះ ឲ្យសហគមន៍ អឺរ៉ុប បិទទីផ្សារ របស់គេ តែម្តង។  នេះ បង្ហាញថា រដ្ឋាភិបាល កំពុងតែ ឃោសនា យ៉ាងអកុសល ដោយបកប្រែ ពាក្យសម្តី របស់ខ្ញុំ ពីភាសា បារាំង មកភាសាខ្មែរ ខុសស្រឡះ ទាំងស្រុង។

អ្វី ដែលខ្ញំុ បានលើកឡើងនោះ ក៏មិនខុស ពីអ្វី ដែលសហជីព ធំៗ នៅប្រទេស កម្ពុជា បានលើកឡើង ជាមួយ ក្រុមហ៊ុន អន្តរជាតិ ធំៗ ជាអ្នកបញ្ជាទិញ (Buyers) ដើម្បី ទាក់ទាញ អារម្មណ៍ ក្រុមហ៊ុន បរទេស ទាំងនោះ ឲ្យគិតគូរ អំពី លក្ខខណ្ឌការងារ ដ៏លំបាក វេទនា របស់ កម្មករខ្មែរ នៅប្រទេស កម្ពុជា។  ការលើកឡើង បែបនេះ គឺ ជាវិធីសាស្ត្រ ក្នុងការចរចា ដើម្បី ស្នើឲ្យពួក Buyers ដាក់សម្ពាធ ទៅលើថៅកែ រោងចក្រ កាត់ដេរ នៅប្រទេស កម្ពុជា ឲ្យតម្លើង ប្រាក់ខែ និងកែលម្អ លក្ខខណ្ឌ ការងារ សម្រាប់ ជួយ ដល់កម្មករ ខ្មែរ។

This short video is the evidence that the government is lying to the public -- especially to workers -- by distorting my words and unjustly claiming that I have called on the European Union to close its market to garments exported from Cambodia. This video is the recording of my voice when I addressed Members of the European Parliament in French on 13 July 2016. After saying that garment companies are making huge profits in Cambodia and specifying that a portion of those profits are transferred as kickbacks to our corrupt leaders, I went on saying, “If you make [the Cambodian authorities] understand that this [garment] market is not open all the time without conditions, they may start thinking about [respecting human rights and democratic rules].” 

Therefore, I did not at all call on the European Union to straightforwardly close its market to Cambodia’s exports. This shows that government propagandists are grossly distorting the truth with their intentional mistranslation of what I said in French into Khmer.

The language I used earlier this month when raising this issue of Cambodia’s garment exports is not different from that used by the largest trade unions in this country when they approach international buyers with the intention of drawing their attention to the inacceptable worker conditions in Cambodia. Such a language is a negotiation tactic to urge buyers to put pressure on garment manufacturers in Cambodia in order to obtain better salaries and better working conditions for Cambodian garment factory workers.
