Year 2009. In Samrong commune, Chantrea district, Svay Rieng province, Sam Rainsy uproots fake border posts in order to defend Cambodian farmers's rice fields.

Year 2009. In Chan Moul commune, Memot district, Kampong Cham province, Sam Rainsy participates in the construction of a fence surrounding a pagoda (Wat Kiri Meanchey). The fence is also the border between Cambodia and Vietnam, which wants to divide the pagoda into two parts to be shared between the two countries.

Year 2015. In Memot district, Kampong Cham province, the youth with other patriots from the general population march towards the border between Cambodia and Vietnam. Khmer farmers have been complaining about Vietnamese incursions.

Year 2010. In Memot district, Kampong Cham province, CNRP officials led by MP Son Chhay inspect a controversial newly erected border post between Cambodia and Vietnam.

បញ្ហា បូរណភាព ទឹកដី និងបញ្ហា ផែនទី | Territorial integrity and map issues

បញ្ហា បូរណភាព ទឹកដី គឺ ជាបញ្ហា កំណត់ ព្រំដែន ទាំងដែនដីគោក និងដែនដីទឹក ឲ្យបាន ត្រឹមត្រូវ និងយុត្តិធម៌។  បញ្ហានេះ ឈានមកដល់ ដំណាក់កាល មួយថ្មី ដែលតម្រូវ ឲ្យជនជាតិ ខ្មែរ អ្នកស្នេហាជាតិ ទាំងអស់ ចូលរួម ធ្វើការ និងតស៊ូ ជាមួយគ្នា ដើម្បី រកដំណោះស្រាយ ឲ្យបាន ត្រឹមត្រូវ ដោយឈរលើ មូលដ្ឋាន ច្បាប់ មានទាំង ច្បាប់ជាតិ (ជាពិសេស រដ្ឋធម្មនុញ្ញ) ទាំងច្បាប់ អន្តរជាតិ (ជាពិសេស កិច្ចព្រមព្រៀង ទីក្រុងប៉ារីស ឆ្នាំ ១៩៩១)។  
ដំណោះស្រាយ ត្រឹមត្រូវ ចំពោះ បញ្ហានេះ តម្រូវ ឲ្យគូវិវាទ (ជាពិសេស ប្រទេស កម្ពុជា និងវៀតណាម) ស្វែងរក ផែនទី ត្រឹមត្រូវ ធ្វើជាមូលដ្ឋាន បច្ចេកទេស ច្បាស់លាស់ ក្នុងការ កំណត់ ព្រំដែន ដែលគ្មាន នរណា អាចប្រកែកបាន។

ចំពោះ បញ្ហាផែនទី នេះ, ខ្ញុំ សូម ធ្វើការ កត់សម្គាល់, ហើយ មានយោបល់ ដូចតទៅ៖

១. រដ្ឋធម្មនុញ្ញ នៃព្រះរាជាណាចក្រ កម្ពុជា មាត្រា ២ ចែង ថា៖ «បូរណភាពទឹកដីរបស់ព្រះរាជាណាចក្រកម្ពុជា មិនអាចរំលោភបានដាច់ខាតក្នុងព្រំដែនរបស់ខ្លួន ដែលមានកំណត់ ក្នុងផែនទីខ្នាត ១/១០០.០០០ ធ្វើនៅចន្លោះឆ្នាំ ១៩៣៣-១៩៥៣ ហើយដែលត្រូវបានទទួលស្គាល់ជាអន្តរជាតិនៅចន្លោះ ឆ្នាំ ១៩៦៣-១៩៦៩។»

២. ដើម្បី កំណត់ បន្ទាត់ ព្រំដែន នៅលើដែនដី និងដែនទឹក ជាក់ស្តែង ឲ្យបាន កាន់តែ ច្បាស់លាស់ ថែមទៀត, យើង ត្រូវ ប្រើបច្ចេកទេស និងឧបករណ៍ ទំនើប បំផុត ប្រកប ដោយប្រសិទ្ធភាព ខ្ពស់បំផុត ដែលមិន ទាន់មាន កាលពីជាង ៦០ ឆ្នាំមុន នៅពេល ដែលរដ្ឋបាល អាណានិគមនិយម បារាំង បានរៀបចំ ផែនទី ដូចបញ្ជាក់ ខាងលើ ទុក ឲ្យយើង ប្រើប្រាស់ មកដល់ សព្វថ្ងៃ។

៣. ប្រទេសបារាំង សព្វថ្ងៃ អាចផ្តល់ ជំនួយ បច្ចេកទេស ដែលភាគី ពាក់ព័ន្ធ ទាំងអស់ អាចជឿ ទុកចិត្ត បាន ពីព្រោះ ប្រទេស បារាំង សព្វថ្ងៃ ប្រកាន់ ជំហរ អព្យាក្រិត, ហើយ ក៏មាន ជំនាញ, ឯកសារ ប្រវត្តិសាស្ត្រ, បទពិសោធន៍, និងធនធាន គ្រប់គ្រាន់ ដើម្បី ជួយដោះស្រាយ បញ្ហាកំណត់ បន្ទាត់ព្រំដែន រវាង ប្រទេស កម្ពុជា និងវៀតណាម ឲ្យបាន ត្រឹមត្រូវ និងយុត្តិធម៌។

៤. ភាគី ពាក់ព័ន្ធ ទាំងអស់ អាចស្នើ រដ្ឋាភិបាល ប្រទេស បារាំង សព្វថ្ងៃ ឲ្យជួយផ្តល់ ផែនទី បន្ថែម ដែលមាន ផែនទី ដូចចែង ក្នុងរដ្ឋធម្មនុញ្ញ នៃព្រះរាជាណាចក្រ កម្ពុជា ជាមូលដ្ឋាន ឬគោល។ ផែនទី បន្ថែមនោះ អាចផ្តល់ ការងាយស្រួល ក្នុុងការ ប្រើប្រាស់ និងការ អនុវត្តន៍ ផែនទី ជាមូលដ្ឋាន ឬគោល ដើម្បី កំណត់ បន្ទាត់ ព្រំដែន លើដែនដី និងដែនទឹក ជាក់ស្តែង។  ផែនទី បន្ថែម ដែលអាចតម្រូវ ឲ្យអ្នក បច្ចេកទេស បារាំង មកពិនិត្យ មើលស្ថាន ការណ៍ ជាក់ស្តែង បច្ចុប្បន្ន នៅមូលដ្ឋាន មានលក្ខណៈ ពិសេស ២ យ៉ាងដ៏សំខាន់ ដូចតទៅ៖

ក. មានការពង្រីកខ្នាតពី ១/១០០.០០០ (គឺ ១ សង់ទីម៉ែត្រ លើផែនទីក្រដាស ស្មើនឹង ១ គីឡូម៉ែត្រ លើផែនដីជាក់ស្តែង) ទៅ ១/៥០.០០០ (គឺ ២ សង់ទីម៉ែត្រ លើផែនទីក្រដាស ស្មើនឹង ១ គីឡូម៉ែត្រ លើផែនដីជាក់ស្តែង) មានន័យថា ផែនទី ១/៥០.០០០ លម្អិតជាង ២ ដង ហើយក៏ច្បាស់ជាង ២ ដង ប្រៀបធៀបទៅនឹងផែនទី ១/១០០.០០០ ដោយគ្មានប្រែប្រួលអ្វីដែលជាលក្ខណៈមូលដ្ឋានឡើយ។ ដូច្នេះ មិនចាំបាច់កែរដ្ឋធម្មនុញ្ញទេ ចំពោះការពង្រីកផែនទីនេះតែប៉ុណ្ណោះ។ 

ខ. មានការបំលែង (conversion) ពីប្រព័ន្ធបច្ចេកទេស Bonne (ដែលគេឈប់ប្រើប្រាស់ហើយសព្វថ្ងៃ) មកប្រព័ន្ធបច្ចេកទេស UTM (ដែលគេប្រើប្រាស់ជាសកល នាពេលបច្ចុប្បន្ន)។ បំលែងមកប្រព័ន្ធ UTM នេះ នឹងនាំមកនូវការងាយស្រួល ក្នុងការប្រៀបធៀបជាមួយនឹងផែនទី ដែលបានយកមកប្រើប្រាស់មកដល់សព្វថ្ងៃ ដើម្បីឲ្យឃើញថាផែនទីណាខុស ផែនទីណាត្រូវ។

៥. យើង អាចជឿ ទុកចិត្ត លើផែនទី រៀបចំ ដោយប្រទេស បារាំង ដែលមាន គោលជំហរ អព្យាក្រិត ជាជាង ផែនទី ដែលរៀបចំ ដោយប្រទេស វៀតណាម ដែលមាន ផលប្រយោជន៍ ផ្ទុយ ពីផលប្រយោជន៍ ប្រទេស កម្ពុជា ក្នុងការកំណត់ ព្រំដែន រវាង ប្រទេស ទាំង២។

៦. ក្នុងកាលៈទេសៈ បច្ចុប្បន្ន ជំនួយ បច្ចេកទេស និងអព្យាក្រិត ពីប្រទេស បារាំង មិនអាច ធ្វើឲ្យ ប្រទេស កម្ពុជា ទទួលការ បង់ខាត អ្វីទេ។  ផ្ទុយទៅវិញ អន្តរាគមន៍ ពីប្រទេស បារាំង នឹងធ្វើ ឲ្យសហគមន៍ អន្តរជាតិ ចាប់អារម្មណ៍ ពីបញ្ហាព្រំដែន រវាង ប្រទេស កម្ពុជា និងវៀតណាម, ហើយ នឹងជួយផ្តល់ យុត្តិធម៌ ឲ្យប្រទេស កម្ពុជា។

៧. ត្រូវ ផ្តល់យុត្តិធម៌ ឲ្យអ្នក ស្នេហាជាតិ ដូចជា លោកសមាជិក ព្រឹទ្ធសភា ហុង សុខហួរ និងលោក តំណាងរាស្ត្រ អ៊ុំ សំអាន ដែលពួកគាត់បាន លើកពីបញ្ហា ផែនទីនេះ ដើម្បី ជួយការពារ បូរណភាព ទឹកដី នៃប្រទេស កម្ពុជា។  មិនគួរ ចាប់ពួកគាត់ ដាក់គុក សោះ, តែ គួរតែ យកពួកគាត់ មកជួយ ធ្វើការ ដើម្បី បម្រើ ផលប្រយោជន៍ ប្រទេសជាតិ របស់យើង ទាំងអស់គ្នា៕

The defense of Cambodia’s territorial integrity requires the use of proper maps as legal technical basis for border delineation and demarcation.

My remarks on this topic are the following:

1. Cambodia’s Constitution requires us to use maps at a scale of 1/100,000 produced (by French colonial authorities) between 1933 and 1953 and internationally recognized between 1963 and 1969.

2. For more precise border delineation and demarcation we have to use modern technologies that did not exist when the French produced the above-mentioned maps more than 60 years ago.

3. France can provide technical assistance acceptable to all concerned parties because France is a neutral country and, while having in her possession important historic documents, she has the expertise, the experience and the means to help properly solve the border issue between Cambodia and Vietnam.

4. All concerned parties could ask the French government to provide additional maps based on those stated in Cambodia’s Constitution. Those additional maps could facilitate the implementation of data contained in the basic maps when it comes to effective border delineation on the ground. Those additional maps whose production may require the presence on the spot of French experts, would meet two important requirements:

a. Conversion from the 1/100,000 scale to the 1/50,000 scale, which will make the additional maps twice as accurate as the original and basic ones without changing any fundamental data. Therefore there is no need to amend the Constitution for this simple magnifying effect.  

b. Conversion from the Bonne system (used in the old French maps but no longer in use nowadays) to the UTM system (currently used worldwide). This conversion to the UTM system will help make meaning comparison with other maps (especially those produced by Vietnam) that have been used for border delineation up to now.

5. Those additional maps produced by France -- a neutral country -- would be more credible and more reliable than those maps recently produced by Vietnam, which has conflicting interests with Cambodia concerning border delineation.

6. In the present circumstances, Cambodia has nothing to lose from a technical and neutral assistance from France. On the contrary, an intervention from France would help draw the attention of the international community to the border issue between Cambodia and Vietnam, and this would help render justice to Cambodia.

7. Justice must be immediately rendered to patriots such as Senator Hong Sok Hour and National Assembly Member Um Sam An who rightly raised the above-mentioned border and map issues in order to help defend Cambodia’s territorial integrity. Instead of putting them in jail, the government should seek their cooperation and that of other patriots for the supreme interest of our motherland.
