ផែនការ ក៥ ជាផែនការ រៀបចំ ដោយវៀតណាម ដើម្បី បន្តសម្លាប់ ជនជាតិខ្មែរ ក្រោយ ពីរបប ខ្មែរក្រហម បានដួលរលំ នៅឆ្នាំ ១៩៧៩។ ផែនការនេះ ត្រូវ បានរៀបចំ នៅទីក្រុង ហាណូយ នៅដើម ទស្សវត្សរ៍ ឆ្នាំ ១៩៨០, រួចទៅ ត្រូវ បានចាប់ផ្តើម អនុវត្តប ន្តិចម្តងៗ ចាប់ពីឆ្នាំ ១៩៨១ មុននឹងចូល អនុវត្ត ពេញទំហឹង ពីឆ្នាំ ១៩៨៤ ដល់ឆ្នាំ ១៩៨៨។

ផែនការ ក៥ នេះ បានធ្វើ ឲ្យប្រជាពលរដ្ឋ ស្លាប់ រាប់ម៉ឺន រាប់សែន នាក់ ដោយមិនគិត អ្នករងរបួស និងអ្នក ដែលក្លាយទៅ ជាជនពិការ ដាច់ដៃ ដាច់ជើង។ គេ បានកែន ប្រជាពលរដ្ឋ ជាបន្តបន្ទាប់ ពីគ្រប់ខេត្ត បញ្ជូន ឲ្យទៅស្លាប់ ដោយ ជាន់មីន, គ្រុនចាញ់, អត់បាយ, ធ្វើការ ហួសកម្លាំង, ឬត្រូវ ទាហានយួន បាញ់សម្លាប់ បើ ហ៊ានរត់ចេញ ពីទីតាំង ដែលបាន កំណត់ ឲ្យធ្វើការ។
