Full text of IPU Resolution on Cambodia
អត្ថបទ ទាំងស្រុង នៃញត្តិ ស្តីពី ប្រទេស កម្ពុជា អនុម័តដោយ សហភាព អន្តរសភា
(IPU) តំណាង ឲ្យ១៧១ ប្រទេស កាលពីថ្ងៃ ៥ មេសា ២០១៧ នៅទីក្រុងដាកា (Dhaka)
ប្រទេស បង់ក្លាដេស (Bangladesh)។ក្នុងញត្តិនេះ មាន បី ចំនុច សំខាន់ ដូចតទៅ៖
១. សហភាពអន្តរសភា សន្និដ្ឋានថា អាជ្ញាធរប្រទេសកម្ពុជា មិនមានឆន្ទៈនយោបាយ ដោះស្រាយករណី រំលោភសិទ្ធិរបស់តំណាងរាស្ត្រមកពីគណបក្សប្រឆាំង ឡើយ។
២. សហភាព អន្តរសភា ព្រួយបារម្ភ យ៉ាងខ្លាំង ពេលឮ ថា គណបក្ស សង្គ្រោះជាតិ អាចត្រូវ គេ រំលាយ យោងវិសោធនកម្ម លើច្បាប់ ស្តីពី គណបក្ស នយោបាយ ដែលទើប តែ បានអនុម័ត ថ្មីៗនេះ, ហើយ ដែលមិនស្រប ទៅនឹងស្តង់ដារ (standards) អន្តរជាតិ នៃសេរីភាព ក្នុងការរៀបចំ សមាគម និងគណបក្ស នយោបាយ។ វិសោធនកម្មនេះ សំដៅ យ៉ាងច្បាស់ ទៅលោក សម រង្ស៊ី និងគណបក្ស របស់គាត់។
៣. សហភាព អន្តរសភា យល់ថា, ការចូលរួម របស់ គណបក្ស សង្គ្រោះជាតិ ក្នុងការ បោះឆ្នោត ខាងមុខ មានសារៈសំខាន់ យ៉ាងខ្លាំង ជាទីបំផុត។
ញត្តិ ខាងលើនេះ ត្រូវ បានអនុម័ត ដោយសន្និបាត នៃសហភាព អន្តរសភា ជាឯកច្ឆន្ទ លើកលែង តែ សម្លេង មួយគត់ មកពីគណៈប្រតិភូ ប្រទេស កម្ពុជា ដែលឯកោ តែ ម្នាក់ឯង។
Full text of the Resolution on Cambodia adopted by the Inter-Parliamentary Union (IPU) representing 171 countries in Dhaka, Bangladesh, 5 April 2017.
Three important points in this Resolution: The IPU
"1. Concludes that there is a lack of political will on the part of the
Cambodian authorities, including parliament, to resolve the cases [of
violation of the human rights of opposition parliamentarians].
"2. Is
particularly alarmed at the allegations that the CNRP may be dissolved
pursuant to the recently adopted amendments to the political party law,
which do not comply with international standards on freedom of
association and have clearly targeted Mr. Sam Rainsy and his party.
"3. Considers that it is crucial for the CNRP to be able to stand in the upcoming elections."
The Resolution was unanimously adopted by the IPU Assembly except for the Cambodian delegation’s voice.
