It was while applying for my new ID card over a month ago here in Kirirom / Trang Tayeung (Kampong Speu) that I learned firsthand of the gross irregularity of process: no "family book" requirement for a national ID card; all that were needed: $2.50 (two dollars and fifty cents) processing fee and one witness to residency (to simply say, "Yes, he lives in Village A").
There are MANY newly arrived Vietnamese residents here, mainly men in the mango orchard business; the Vietnamese women sell cooked meals and desserts, worked in beauty parlors at the Trang Tayeung market (intersection of National Road 4 and paved road leading into Kirirom Mountain orchards / resorts).

military force of 1979-89 -- and the tycoon / okhna "I'm proud to be
Vietnamese" Sok Kong (of petroleum giant Sokimex; hotel giant Sokha
Resorts in Siem Reap, Phnom Penh, Sihanoukville, Bokor Mountain, Kirirom
Mountain etc.; Apsara Authority that oversees all fees to Aingkor
temples (cash only), etc.
